Why is the Manufacturing License issued by the Ministry of Investment, Trade and Industry (MITI) an important milestone and a barrier to competitors?


The Manufacturing License that has been received is more than a formality for administrative approval. MITI is a very significant regulatory milestone demonstrating that the proposed manufacturing activities have undergone formal assessment under Malaysia’s industrial regulatory framework. Prior to approval, our partners were required to submit detailed information relating to the proposed manufacturing process, production capacity, technology, investment, engineering activities, products, manpower requirements, environmental considerations, and economic contribution. The application is coordinated by the Malaysian Investment Development Authority (MIDA) before being considered by MITI.

Is our Malaysian partner’s rare earth separation technology dependent on Chinese technology and equipment?


No. The proposed separation process is based on internationally established hydrometallurgical principles that have been successfully implemented in rare earth processing facilities across Australia, Japan, Europe, and the United States. The core process steps including dissolution, impurity removal, solvent extraction, selective precipitation and calcination, are widely recognized chemical engineering processes and are not proprietary to China. The process has been optimized for Malaysian Ion Adsorption Clay (IAC) rare earth resources.


The proposed processing facility will be designed, engineered, and constructed using equipment sourced from U.S. allied countries outside of China. Major process equipment includes solvent extraction mixer-settlers, reactors, filtration systems, pumps, piping systems, process control instrumentation, dryers, calcination kilns, and chemical handling systems is commercially available from manufacturers in Japan, Germany, Australia, the United States, South Korea, and Malaysia.

Our plan is to be the first rare earth project to incorporate environmentally friendly low carbon concrete to construct the processing facilities in Malaysia and the U.S.
